The Health Information Technology for Economic and Clinical Health Act (HITECH) provisions of the American Recovery and Reinvestment Act of 2009 (ARRA) was issued on August 24, 2009 and took effect on September 23, 2009. The Department of Health and Human Services (HHS) acknowledged that it will take considerable effort for health plans to become compliant with the new requirements.
